Phase, not Pause, LA Convention Center Expansion

       The LA City Council recently received a community impact statement supporting a postponement of the Los Angeles Convention Center expansion until after the 2028 Olympic Games. The reason for the postponement centered on the massive damage from recent wildfires which will put a strain on city resources also needed for the convention center expansion.

       The Downtown Los Angeles Neighborhood Council (DLANC) recommends that the city pursue a phased approach to the Convention Center expansion, rather than a complete “pause”. Specifically, DLANC proposes that “Phase I” include the renovation of Gilbert Lindsey Plaza, pedestrian and streetscape enhancements, and a comprehensive “make-ready” project to prepare for future expansion of the convention halls. “It is imperative that these public space improvements proceed before the Olympics to maximize the benefits for the Convention Center as an Olympic venue and for the surrounding community,” according to a letter DLANC sent to city officials.

       SPNA (South Park Neighborhood Association) supports a phased approach and submitted a letter to all city offices involved with the project to that effect.

       The proposed phased approach allows the design and construction teams to advance construction packages, procurement, and logistics. The “make-ready” scope will ensure that necessary utilities and infrastructure are in place for the “Phase II” expansion of the convention halls after the 2028 Olympic Games.

       DLANC stated in a letter to the city, “We urge the city to continue prioritizing this important project with a phased plan that balances fiscal responsibility with the potential for long-term economic growth and community benefits.”

       The 2028 Olympics would greatly benefit from a renovated Gilbert Lindsey Plaza on Figueroa at Pico as a gathering space, green space, and visually pleasing environment for Olympic participants and visitors. In addition, working on infrastructure that can be completed before the Olympics allows for a quick start on the expansion project after the Olympics and is a smart move. SPNA strongly urges the LA City Council to move forward with a phased approach to the LA Convention Center expansion.
